Minutes of Full Council Meeting, Knighton Town Council – Thursday 27th July 2017

Minutes of Full Council Meeting of Knighton Town Council held at the Offa’s Dyke Centre on Thursday 27th July 2017 at 6:30 pm.

 

Prior to the Full Council starting Darren Knipe from Dark Olive gave a presentation on the possibility of Knighton staging a medieval festival in Whitsun week 2018. This would be based on life at the time and not a conventual festival with jousting etc.

Members’ views and suggestions: –

  • Cllr T Taylor – Big names attract big crowd numbers.
  • Cllr P Nicolson – Dark Olive need to lead the event – Knighton Town Council are too inexperienced to run the event but may very well support it
  • Cllr B Hyde – Why Knighton Town Council are opposed to Knighton Tourism Group – Missed the boat with the event being linked to Legends
  • Cllr M Harding – Dark Olive would have to be very much hands on in year 1
  • Cllr T Clough – Needs to have a 3-year plan with funding in place.
  • Cllr N Johns – need for music events to be involved in the schedule.

Members were supportive of the event and voted that Cllrs Harding and Nicolson represent Knighton Town Council in future meetings.

 

Prior to the commencement of the meeting the Clerk confirmed that he had given only 3 days’ notice of the meeting not 3 clear days’ notice and did the members wish to carry on with the meeting or the Clerk can rearrange the July Council meeting. Members voted unanimously to continue with the meeting which was proposed by Cllr C Branford and seconded by Cllr D Williams and asked in future the Clerk ensure that 3 clear days notice is given to members.

Economic Development Committee 17th July 2017.

It was proposed by Cllr T Clough and seconded by Cllr M Harding that the minutes were a true and accurate record. All in favour.

4                  Matters arising from the minutes:

a)         To receive the Clerk’s oral progress report.

Knighton in Bloom.

The Clerk confirmed that Cllr R Williams and the Mayor Cllr R Andrews have done the judging and it was agreed that the Mayor arrange the presentation event in August

Bowling Green Toilets

The Clerk reported that Powys County Council would hopefully fund the repairs to this toilet block. Quotes for the roof repair were lowest by Tony Stephens in the sum of £1470 and for replacement of doors and windows Andrew Davies £2165.

The Clerk was instructed to get the work done by Knighton Show.

Terms of reference for Committees

After a lengthy debate, it was proposed that the Clerk need not take minutes for the advisory committees – Environmental, Highways, Leisure, Economic and Town Committees.

It was proposed by Cllr T Taylor and seconded by Cllr B Rogers that the above is introduced in September 2017. All in favour with Cllr C Branford abstaining.

5  County Councillors Report

Report from Cllr Mrs A Williams.

Leisure.  The library will have a new librarian. The present gentleman is taking early retirement.  The librarian will be employed by the county council and have full cover of the council umbrella with HR, PAY ROLL etc. Cllr Plant has been asked to sit on the employment board as she will be working with and in the community centre.

The swimming pool, I have been unable to speak to Jenny Ashton about the opening hours at the pool but i now have a number and intend to speak to her soon.

Environmental … A camera for recycling area. we do have a problem there, we have no electric in this area, and where would you stream the footage to. Who would we have that is qualified to look at the footage, also the council have no enforcement officers to take on any dumper or over loaders.

Tourism … I have spoken to Kay in the library service and she is now looking to get us a new library sigh, at the community centre and on the crossroads. as for colour and contestant look, I, am afraid we have to go with what the council has in stock. I haven’t yet been able to get an answer about cleaning the signs but am sure there will be no problem with you as a council doing it for yourselves.

ECONOMIC… Buses and trains , I, am afraid this is a chicken and egg situation we don’t use the public transport enough for the privet companies to put more on .At this moment in time we are giving the companies time to build up their rounds .we can get to all of the country by bus or train from town now .

PARKING …. this is something I will keep chipping away at, we have no quick fix this ship has sailed. Cllr Martin Weale and myself have both spoken to Cllr Liam Fitz Patrick about the need for this, he is not unsympathetic to our course but there is no spare money at all to help us out.

i was wondering if you could go out and speak to you voters and see how they might feel about having an amount of money put on the council tax to pay for the free parking for town, this would be under £20 per house. some people have no car and might feel this is not for them, but remember we are all in this together some need this more than others. Are shops need this help.

The toilets I have the quotes to take to Llandrindod they are both from local builders I am glad to say.

the recycling park is still ongoing – just waiting for the date to go .

Th smells around town , i have found another group having smell problems up Jackets close, they are keeping a diary for me to hand to the environmental health.

The police have got back to me over the needle issue and lucky it was not a needle. it was a pack of rely filters. I was so pleased about this i can’t tell you how relieved I was. Officer Morris is going to great traffic out to see the gentleman with the noisy car as he has already been spoken to about this, he also informed me that it is only traffic police that can properly deal with car, traffic issues.

I am still waiting for a business plan from the sports association so they can take on the tennis courts. so, the moment to town can go ahead.

Cllr Nicolson informed members that the event was very well attended.

Knighton Show-

Cllr Nicolson reminded members that the show committee needed volunteers for next year’s show.

Former Trouser Factory site-

Cllr Nicolson asked the Clerk to write to the owners to tidy up the site.

7  Planning

 P/2017/0533-Change of use from doctor’s surgery to residential (C3) at the meadows medical centre practice, Penybont Road Knighton Powys

It was proposed by Cllr N Johns and seconded by Cllr R Williams to recommended approval of this application. Voting took place and the proposal was carried by majority.

8th J held Surgery with Cllr Tom Clough at Community Market.

Saturday 8th July Knighton Motor Club Rally, 11pm attended with Mayoress to wave off drivers.

Friday 14th July Knighton Scouts AGM, 6pm attended with Mayoress to meet scout leaders and scouts.

Civic Day August 13th has been cancelled and move to Sunday 24th September.

Knighton Museum, trial opening on Sunday 30th July 12-00pm to 4-00pm and official opening Sunday 27th August at 3-30pm.

Knighton and District Community Centre AGM, Tuesday 29th August at 7-30pm, at the Reynolds Room.

9     To approve the monthly accounts for June 2017 and to receive and approve monthly invoice payments for July 2017.

It was proposed by Cllr Mrs C Branford and seconded by Cllr B Rogers that the accounts were a true and accurate record. Members voted all in favour to accept the accounts.

CO-OP Pre-application for re development of superstore

The Clerk confirmed that the list of observations by members of Knighton Town Council have been forwarded to Mid Counties Co-op.

In addition, the Clerk confirmed that Councillors who were members of Mid Counties Co-op do not have a personal/prejudicial interest and members will be able to vote.

 Letter of complaint re dog fouling

The Mayor confirmed that legal advice has been sought and the recommendation from One Voice Wales is to report the issue to Powys County Council and write back to the complainant of the actions of Knighton Town Council.

Bowling Green Lane Toilets

A lengthy debate ensued regarding the poor state of the roof together with the issue of asbestos in the property. Members were informed that currently the town council has a repairing license with the County Council and are duty bound to get the repairs done. It was proposed by Cllr M Harding and seconded by Cllr C Bevan to get the roof repaired as soon as possible. An amendment was put forward by Cllr Mrs K Plant recommending that the Council pass the toilets back to the County Council. This amendment did not receive a seconder and members voted all in favour of the proposal except for Cllrs Mrs K Plant and Mrs C Branford who voted not to do the repairs.

Committee Dates- July full Council

It was confirmed that because of the Clerk’s commitments that the July Full Council meeting will be on Thursday 27th July at 7pm.

5   County Councillors Report

Report from Cllr Mrs A Williams.

Dear council, I start with roads, Market street and the High street are getting micro Ash felt resurfacing and Plough road is getting a tar and chipping re surface.

Cwmgilla lane is being dug out and rebuilt where it is dropping into the cwm brook. This work is looking to be started in September. There may be some disruption for the residents while this work is being carried out.

Next Pavements, there will be new pavement going from the Swan to Bradford’s on both sides of the road. There will be some work around the cenotaph. I have asked for Church street and Church road to be looked at.  I have asked if there is any chance of getting new rails or getting them painted or galvanised to smarten them up, this is also being looked at.

There is no new planning this month.

I C T, I have given the details to mike and I hope this is helpful and one voice wales can be of use to you.

WiFi, I would like to get free Wi-Fi in town centre, this will cost £70 per year, I leave it for you all to think about.

Recycling, I am hoping to be able to get the recycling centre moved to the other side of the car park, I have not yet been a reason why we can’t move it.

Parking, I have been on to Tony Caine in county hall and Liam Fitzpatrick our portfolio holder on parking, about Market street car park. I have been told that Liam is not looking to put this as a paying car park and can’t see why the town council can’t take on the lease. So, I will keep on with this to make sure this is kept as a residential car park as it has always been. I did ask a we were regenerating the bottom of town now maybe we could have free parking at our extended stay car park. We have a new community centre with the library and community hub in it, and we are hoping to move the recycling centre and our sports association will be regenerating our dry sports arena. So, I fell a free car park would fit into this plan so well. (I can only ask)

Smells, I have asked for a report on the smell coming from Cain’s Fallen stock collection centre and grove farm chickens, I will let you know next time on my results.

Parking 2, I have asked about double yellow lines in town and down Radnor drive. I was told that Knighton had a parking review 2 years ago and the THEN council and county councillor did not want any of the parking changes I have asked for and we will now have to wait till we are due are next one to get anything done. This does not mean I will be giving up I can assure you of that.

DRUGS, over the weekend we had a drugs issue in our towns play parks. This was not acceptable. We were unprepared for this. I have spoken to the police and they will be keeping a close eye on them for us, town has a mounting drug problem I feel we need to be on top of it. I will find numbers for you.

Old tennis courts, The SAB for Powys county council would like a full business plan for the courts but are still keen on the sports association taking it on.

I also have a number for a group in Newtown called Kaleidoscope 01686610422 they can help us to get and fit sharps boxes in town if we want them, this is a controversial move on time so we need to think about that.

Neil now has a contact for a grant to help do up the cenotaph so I’m sure he’ll be on to that.

Grass is an ongoing problem but I am told we will get our next cut o the 12 of July, we see if not I feel a rocket coming on .

6.   Notice of Motion

Cllr. Roy Williams-Current situation with Town benches

Members agreed that the Clerk and Mayor visit all the town benches and give an up to date report on their state of repair. The Clerk confirmed that £1,500 has been budgeted for bench improvements in this year’s accounts.

7 Planning

It was proposed by Cllr Mrs K Plant and seconded by Cllr Mrs C Branford to recommend approval of this application subject to confirmation that the sewage arrangements are not affected by the development. Members voted all in favour.

The Mayor read out a letter from South Shropshire Ramblers for members attention.

9     To approve the monthly accounts for May 2017 and to receive and approve monthly invoice payments for June 2017.

It was proposed by Cllr Mrs C Branford and seconded by Cllr R Williams that the accounts were a true and accurate record. Members voted all in favour to accept the accounts.

10.  Request for Financial assistance.

Poem marathon

Cllr P Nicolson and Cllr M Harding left the room before the debate started.

Accounts received. Members were informed of the account balances of the Knighton and District Refugee Support Group and resident Nicola Colston gave an indication of the work that this organisation was doing to raise money including the poem marathon. It was proposed by Cllr Mrs K Plant and seconded by Cllr N Johns to donate £150 towards the poem marathon. Members all in favour.

Travel expenses

Members agreed in future that travel expenses should only be paid when members share car resources. Payment for singular travel by a member would only be agreed under special circumstances.

CO-OP Pre-application for re development of superstore

The Clerk read out the list of observations in relation to development and the attached list are the amended views of Knighton Town Council, considered at the meeting with Powys County Council Highways Officers on Thursday 8th June 2017, on site.

P/2017/0546 – Section 191 Application for lawful development certificate to confirm use class 1 Bridge Street, Knighton Powys.                  

It was proposed by Cllr B Hyde and seconded by Cllr Mrs C Branford to recommend approval of this application. Members all in favour except for Cllr T Clough who abstained.

7 Committee structures and Councillor preferences. In addition, consideration of delegated powers to these committees and dates of meetings.

A lengthy debate took place and all members agreed the following.

a)         The committee structure as listed is accepted and the Clerk with the Mayor are to agree dates up to Christmas and notify members.

b)        There will be no delegated powers to the new committee structure from full council and all  committee recommendations will be have to be ratified by full council.

c)         Full council will take place on the third Wednesday of the month except for June because of training, it will be the fourth Wednesday.

d)        No council meetings in August agreed.

e)         Full Council from July will commence at 7pm.

8  Correspondence

a)         Code of Conduct for members – letter of complaint from resident.

The Mayor read out a complaint letter from a resident and members agreed that this matter should be fully discussed in private session on the 28th June, Full Council Meeting.

b)        British Legion request to erect gazebo on Brookside Square.

It was proposed by Cllr Mrs C Branford and seconded by Cllr N Johns, that the British Legion be allowed to use the cenotaph on Saturday 24th June.

It was proposed by Cllr Mrs C Branford and seconded by Cllr M/s Sally Vaughan that Cllr B Andrews is made Mayor for 2017/18.

The Mayor Signed the Declaration of Acceptance and read out the terms and conditions of his office.

5. To appoint the Knighton Deputy Mayor 2017-2018.

It was proposed by Cllr M Harding and seconded by Cllr Mrs K Plant that Cllr Ms Vaughan is made Deputy Mayor.

All Members were in favour.

The Deputy Mayor signed the Declaration of Acceptance and read out the terms and conditions of her office  

All 14 members of Knighton Town Council duly signed their Acceptance of Office which was witnessed by the Town Clerk         

6. To agree cheque signatories for the HSBC Accounts.

It was proposed by Cllr M Harding and seconded by Cllr B Hyde that Cllr T Taylor is added to the list of Cheque signatories. Additionally, Cllr C Bevan proposed Cllr R Williams which was seconded by Cllr B Rogers.

Members were all in favour of the propositions and Cllr R Williams and T Taylor will be added to the list of current signatories Cllr Mrs C Branford, Cllr B Andrews and Cllr M/s Sally Vaughan.

7. To appoint members to on the new Committee Structure

See list below the list of different committees and frequency of meeting.

All members were in favour of nominating their preferred options to the Clerk who will pass the information to the Mayor and Deputy Mayor to allocate Members to committees and agree dates for the respective meetings.

9. To confirm the Standing Orders as adopted January 2001(copy attached).

The Mayor agreed that he will have the Standing Orders updated and retyped.

10. Mayors announcements.

Councillor Andrews confirmed that he would be having a Civic Day in Knighton for the people of Knighton rather than a Civic Service.

He confirmed that he would have regular charity events in Town supporting Welsh Air Ambulance, Knighton First Responders, Guide Dogs for the Blind and Remembrance Day Poppy Appeal.

11. Emergency items.

April Accounts.

Members in future require more narrative detail with each payment made.

It was proposed by Cllr Mrs C Branford and seconded by Cllr M/s Sally Vaughan that the accounts were a true and accurate record.

Knighton Toilet Blocks

The Clerk confirmed that the Bowling Green Lane and Offa’s Dyke Toilet Blocks have been painted. However, in this work being carried out it had been identified that the roof on both the Bowling Green Lane and Knighton Car Park blocks were rotten and needed fixing. Quotes have been received by the Clerk In the sum of £1299 for covered roofing for the 2 blocks, scaffolding for Bowling Green block only £690  and for fixing roof, removing tiles batons and felt and replacing £1500.

It was proposed by Cllr Mrs K Plant and seconded by Cllr Mrs P Nicolson that the Bowling Green toilet block is handed back to Powys CC.

An amendment was proposed by B Rogers and seconded by Cllr C Bevan that the decision should be made by Environmental Committee. Voting took pace and the amendment was carried by12 votes to 2 (Cllr Mrs K Plant and Cllr P Nicolson).

Induction training 31st May 2017

All members to attend and the Clerk except for Cllr Mrs K Plant who has  a prior engagement.

Dementia Friendly Council

Members were all in favour of training to become dementia friendly at Gallery House.

Elan Valley Aqueduct Work

The Clerk read out a letter detailing progress on work being carried out in the Knighton Area.

Accounts 2016/17 Internal Audit Report

The Clerk read out the internal Audit report which had identified no significant problems.

Poetry Marathon 9th September

Request for funds referred to Economic Development Committee.

East Radnorshire Day centre

Comments noted by Members.

Relocation of Agricultural Building at Radnor Hills-Consultation and Publicity prior to making a Full Planning application.

All Members voted to discuss this matter when a full application comes to the Council.

Heart of Wales Line Trial

The Clerk read out the proposals which members were very enthusiastic about and all agreed that this matter should be discussed at the next Leisure committee.

Redevelopment of Tuffins site by Mid Counties Coop.

Members agreed because of the substantial development proposed that an emergency planning meeting is called for on Tuesday 30th May 6:30 pm at Offas Dyke centre.

Minutes of Full Council Meeting of Knighton Town Council held at the Offa’s Dyke Centre on Wednesday 15th March 2017 at 6:30 pm.

Prior to the meeting, Roger Malvern from Upper bridge Limited gave a presentation on the merits of Knighton Town Council upgrading the current Website.

Members agreed to discuss the upgrade after the May elections.

The Clerk confirmed that he has received a quotation of £1897.50 from High Ground maintenance to do three cuts on the grass verges in Knighton. The Clerk awaits another quote. It was agreed that The Clerk contact Powys County Council to take over the grass cutting with effect from 1st April 2017.

Knighton toilets

The Clerk confirmed that he was has only received one quote from three potential interested parties to repaint the three toilet blocks which is £550; members voted to employ the only contractor who supplied a quote The Clerk is awaiting Powys County Council to confirm the offer of Knighton

Town Council taking over the Cemetery block, with affect from the 1st April.

Knighton Bring Site

The Clerk confirmed that plastics and metals generate approximately £200 income per annum. Members asked the Clerk to get a full breakdown of income for the bring site.

Knighton traffic measures.

Members have met with County Councillor representative in relation to the requirements of extended yellow lines on Offas Road, together with a stop sign on the Knucklas junction.

HSBC Bank

The Clerk confirmed that Powys County Council have agreed to fight the closure of this bank.

The Clerk requested the Council to agree to changes to both the April and May meetings

Former Tennis Court Sites

In consideration of the sports groups in Knighton’s, who wished to convert this area into a sports surface, Knighton Town Council have been formally offered the tennis court site, as an asset transfer. It was proposed by Cllr R Williams and seconded by Cllr C Branford to accept the asset transfer.

Members discussed at length the positives and the negatives of Knighton taking over the above. It was agreed that before any decision was to be made the County Council officers should confirm to the Clerk the following

Can arrangements be made to pick up the grass after being cut?
The cost of an extra cut above 3 cuts per annum for the highways areas?
Is there any grant available for knighton Town council if they take on any of the grass cutting areas?
In addition members requested the availability of a hand held salt spreading machine together with shed space for the Town Council workman..

Community Delivery Updates
The clerk has received a quote from DanFo to upgrade the female part of the Knighton Hotel Car park Toilets at a cost of £31500. The Clerk was instructed to make a grant application claim from the Welsh assembly Rural
Development fund for this work. In addition Cllr B Andrews requested that the Clerk identify if the quote was either VAT inclusive or exclusive.

Train Station meeting
The Clerk notified the Council that Network Rail was improving the Shropshire platform in next year’s budget after the intervention of our local MP Chris Davies. In addition the Clerk was to write to Platform Palls requesting an update in relation to the upkeep of the site.

Dog fouling
The Clerk was instructed to complete the survey produced by Powys County Council and include in the survey the need to reintroduce dog licenses.

Grass cutting
Meeting still to be arranged.

Christmas Lights Event
Meeting arranged with Jonty Priday on Wednesday 27th January with all members at 6pm.

Powys war memorials
Meeting date to be arranged. Royal Mail siting of new letter box

The clerk to confirm with Royal Mail that the sitting of the letter box outside Spar was the town council preference.

1. The Clerk was instructed to report a problem with the bars on the Cwm Bridge at the back of the Knighton Hotel car park which needed to be welded.

2. The Clerk was instructed to purchase 2 plastic seats for sites at the bottom of Larky lane and also next to the former trouser factory site.

3. The Clerk was instructed to contact CAB on the need to have interviews in Knighton for clients

5 County Councillors Report The Clerk read out the dates of Knighton Mayfair.
It was proposed by Cllr Mrs L Higgins and seconded by Cllr B Andrews to close the Bowling Green Lane toilets. An amendment was put forwards by
Cllr Mrs S Scotford and seconded by Cllr R Williams to keep the toilets open. The amendment to keep the toilets open was carried by six votes to four.

7 Planning
Delayed introduction of online planning applications. The Clerk reported that online planning applications would not be introduced until 1st February 2015

8 Mayor’s communication.
Mayor’s engagements. Mayor confirmed that her Charity event would take place on March 5th 2016 at 7pm at St Edwards Church Knighton. The Mayor also confirmed that she has received numerous compliments on the work of Bryan Paul around the town.

10 Correspondence.
Bring site – Fly tipping – The Clerk was instructed to contact Powys County Council and ask them to put on the camera and open dumped bags in order that individuals can be prosecuted under the Powys County Councils enforcement policy.

List of member’s contact details – The clerk handed out the list and confirmed that Cllr Mrs L Higgins number has changed and he will notify members next month of this change.

Welsh flag concerns – Cllr D Price confirmed that he had ordered new flags and they will be going up in the spring.

Post office improvements – The Clerk confirmed that the post office in Harry Tuffins was to close for improvements from 6th February – 17th February 2016.

11. Financial Assistance requests – Members discussed Knighton Football Club intent to have a 3G artificial pitch in Knighton. Members were fully supportive of this and instructed that the Clerk should write accordingly. .
